No, they are upgraded using normal smithing stones.

welp not for me, i use the key on Hugo cell and proceed to kill their leader. When i go back at the prison he's dead maybe Hugo killed him,so yeah you need to pay 5k on him to comtimue the quest lmao Edit: My bad Ashe was alive somehow me didn't check cell and proceeds to pay 5k of gold...what an idiot of me..

Thank god I didn’t watch this til long after I beat the final boss. He just spoils it in the beginning of the video, but I wouldn’t be surprised if some people were watching before they beat the Manticore, and got the game spoiled for them.
